The Dreambreaker is unlocked by completing the final stage of The Restless One quest, located in the Cultist Lair. To access the final quest stage, players must be at least Level 500.

You will receive:
1× Lucid Speed Core
1× Lucid Cathulid
1× Phantom Cathulith
1× Lucid Enchant Relic
1× Lucid or Profane Leviathan
These are materials only; you will need to farm the rod set on your own.
