All 5* characters are at max potential.
This account has been mine since day one. I’ve poured a lot of time into it, and it has essentially everything you need—including the resources to level up new characters. Unfortunately, my interest waned significantly after the latest patch; I didn't even feel inspired to build a new mega-factory for the new resources (aside from artifacts). The Patch 1.3 factory is fully operational, allowing you to purchase almost any resource needed to upgrade artifacts. The account will either sell or just gather dust, which would be a shame.
I might have missed something; I can provide further details via private message.
